Charleston City Council is drafting an amendment to its needle exchange ordinance. The move comes is response to the Charleston Police Department’s announcement that the grassroots harm reduction group “SOAR” will not face any criminal charges after an investigation into its needle exchange program. Both city and county attorney’s determined the law was ineffective. The amendment now calls for harm reduction programs who distribute needles to obtain certification from the state.
