Governor Justice says, West Virginians who are concerned about how his proposed income tax cut will affect their wallets, should believe the plan will generate population growth. The plan would cut personal income taxes by sixty-percent, but raise other taxes to fill in the gap. Justice says people will move to the border counties, and the population growth will offset the increase in sales tax on things like soda and alcohol.
