Homeless Ordinance is Being Considered in Charleston

A proposal on homelessness is before city lawmakers now. The measure is in committee, and it would ban camping in public places and create criminal penalties for those who do. A person who wanted to camp in a public place would have to have permission from a property owner. Violaters would face a fine of up to $500 and jail time of up to five days.
