Brig. Gen. Russell Crane was appointed a deputy secretary of the West Virginia Department of Health and Human Resources, effective Monday. Secretary Bill J. Crouch said Crane most recently served as the assistant adjutant general of the West Virginia National Guard and the deputy commanding general of the Training Support Division (East) of the First U.S. Army. Maj. Gen. James Hoyer, adjutant general, assigned Crane to assist Crouch with the COVID-19 pandemic in March.
