A South Charleston woman is accused of leaving her baby alone in a car seat with the vehicle turned off while she got her nails done. Thirty-eight-year-old Kathleen Vetter is charged with child neglect. Firefighters rescued the eleven-month-old and treated the baby at the scene. The child was released to a family member.
