Kanawha County Circuit Court Chief Judge Charles King issued an administrative order this week that will postpone preliminary hearings for defendants who are not incarcerated. King said that they will be continued generally until after April 10. The West Virginia Supreme Court of Appeals also issued an order that restricts hearings to very limited emergency proceedings. Some hearings may be conducted remotely.
