Former St. Albans Mayor Richard Milam has passed away. Milam had served on various county boards too, and died after battling Parkinson’s Disease. Kanawha County Commission president Kent Carper said Milam always had the best interests at heart for the people of St. Albans and he’ll be greatly missed. Milam served as mayor in St. Albans from 2001 to 2005.
