Putnam County deputies arrested a woman after they say she was found unresponsive behind the wheel of a car with two children inside the vehicle. 31-year old Schalinda Ball is charged after deputies responded to the call at Sable Point Apartments in Teays Valley Monday night. Putnam EMS arrived and gave Ball Narcan and she became responsive. Deputies said Ball gave consent to search the car where a white powdery substance and other loose pills were found, and two kids – ages 1 and 4 were placed in the care of a family member. Ball was taken to the Western Regional Jail.
