Governor Justice says he is on high alert as the positive COVID-19 test rate jumped to over three-percent. That was a threshold the governor previously said would mean slowing down reopening measures, but he says a lot has changed and that shouldn’t be a line in the sand. Justice says if we continue on this trajectory he will, “pull back the reigns on some things.”
