A Local Bill Could Add Fines For Lingering Near Busy Intersections

Those disrupting traffic in certain areas could face a fine. Charleston city councilman Chad Robinson has proposed a bill that would prohibit standing, congregating and obstructing the flow of traffic near a dangerous intersection. He said he has received many complaints about people standing or panhandling in certain areas in Charleston. According to the bill, the streets impacted would be a city street where the speed is 40 miles per hour or higher, within a one block radius of a bridge entry or exit and at entrances and exits to interstate highways. The bill said any person who has two convictions in 12 months prior to a third conviction will be punished by a fine of $500 dollars. The bill has already moved out of the planning committee and is currently sitting in the public safety committee. Should it pass, it will go to full council for approval. There is not date yet on when the public safety committee will meet.
