Another person has been arrested in an ongoing water theft investigation in Boone County. David Smith was arrested on charge of procuring water and tampering with pipes, tubes and conductors, according to a Facebook post Tuesday from the Boone County Sheriff’s Office. Investigators have been working with West Virginia American Water Company on a case involving water meter and water thefts, and seven arrests have been made.
