The Cabell-Huntington Health Department will continue to provide a needle exchange program, despite a new state law that goes into effect next month. The new law requires harm reduction programs to be licensed by the state. County officials say the program already operates similarly to how they interpret the law, and don’t expect to make any significant changes.
