Federal data shows West Virginia has the highest rate of children in foster care in the nation at 17.8 percent. Some local Scout organizations have teamed up with the Buckskin Council to offer free programs for some of those children in foster and kinship care. WCHS TV reported it’s all part of a Benedum Foundation grant that aims to help kids become more resilient and establish character building.
