West Virginia’s congressional leaders are asking state Attorney General Patrick Morrisey how vaccine mandates and vaccine passports would stand up to the state constitution. In the letter they note that the West Virginia constitution provides broad latitude to the Executive Branch during a state of emergency. They are waiting for Morrisey’s response.
