Kanawha County commissioners decided Tuesday that about $21.5 million is a fair market value for the Charleston Town Center. After more than seven hours of debate and deliberation, the tax value of the mall was decided during a special Kanawha County Commission meeting involving the Hull Property Group and the Kanawha County Assessor’s Office. Hull, which bought the mall for $7.5 million, valued the property at about $10 million in taxes. The assessor’s office originally placed the value at $51 million before recently going down to $30 million.
