The first phase of a West Virginia American Water infrastructure upgrade project along Washington Street is complete. Crews have been working in the Morris Street intersection and throughout the block down to Brooks Street to replace a water main. The intersection and block were closed for about three weeks and both are expected to fully reopen to traffic today. The second phase of the project is slated to begin on Monday.
