West Virginia American Water will begin the final phase of the one-and-a-half-million-dollar infrastructure upgrade project along Washington Street East. Starting Monday the right lane of Leon Sullivan Way to Shrewsbury Street will be closed for about three weeks. The project is scheduled to be completed by Dec. 31.
