A Hurricane man is under arrest for abusing his girlfriend’s 23-month-old toddler. Twenty-nine-year-old Justin Boggs turned himself in. He was watching the boy on Wednesday, and texted his girlfriend to tell her that the toddler had fallen down the steps, but doctors say the boy’s injuries told a different story. Both eyes were bruised; he had a concussion, and marks on his head and neck. The boy is expected to recover.
