Kanawha County Parents Charged with Child Neglect

Two people were charged with neglect after investigators found a missing child with autism without shoes and their Kanawha County home in deplorable condition early Thursday. Deputies said Phillip S. Duelley and Stacy L. Mullins were charged after a 13-year-old with autism, who was reported missing early Thursday morning, was found several miles from their home. The Kanawha County Sheriff’s Office said deputies went to the home in the 100 block of 3rd Avenue North in St. Albans and found deplorable living conditions with no running water, no front door and mud and trash allegedly littered throughout the home. Two small children, who were muddy and appeared to not have bathed in days, were also found in the home, according to the news release. All three children were placed into custody of Child Protective Services. Duelley and Mullins, the parents of the children, were charged with child neglect creating risk of injury.
