A South Charleston man is under arrest for refusing to pull over and leading deputies on a high speed chase across two counties. Officers clocked Rapheal Ray at speeds of over one-hundred-miles-per-hour and weaving in and out of traffic. The chase ended when police deployed stop sticks on I-64 at the Montrose exit. Ray says he refused to stop because he didn’t want to get a ticket.
