Woman charged with animal cruelty

A Portsmouth woman is accused of torturing animal. Twenty-nine-year-old Samantha Damron is pleading not guilty by reason of insanity. Police found nineteen dead dogs in a home on Sycamore Street, and almost thirty live dogs running loose in the house or locked in separate cages. The dogs appeared to be severely dehydrated and malnourished. Animal Control took custody of the surviving dogs for a veterinarian to evaluate. A least two more of the dogs have died, bringing the total to over twenty.
