Charleston police released the name of a woman shot and killed in Kanawha City Tuesday afternoon. Investigators said they responded to a shooting on Lower Donnally Road about 4:45 p.m. where 72-year-old Nancy Belcher was found with multiple gunshots and pronounced dead on the scene. According to a criminal complaint, a person called 911 and said they heard a woman scream before hearing gunshots and that a man took off in a red sports utility vehicle. 76-year old Vestal Harper was arrested and charged with first degree murder.
