A special prosecutor is requesting an independent investigation from the West Virginia State Police into a case involving Kanawha County Commission President Kent Carper. A criminal investigation was launched after a woman called 911 claiming that a man exposed himself to her at Daniel Boone Park. Less than two hours after the call was received, emails show Carper made a job offer to the girlfriend of the Charleston police officer who responded to the call.
