West Virginia ended the fiscal year one-point-eight-billion-dollars over estimates. Governor Justice calls the surplus “mind boggling.” Total collections were about six-and-a-half-billion-dollars for the first time in state history. The 2024 budget, that was passed earlier this year, already appropriates most of the surplus.
