Little Victories Animal Shelter in Cabell County still needs $10,000 to expand its facility. The no-kill shelter’is still in Phase One of their two-phase expansion project and they’ve received $40,000 as part of a donation match challenge. They’re still about $10,000 short. The shelter has a special focus on elderly pets and keeping them out of the cold this winter. The Phase One portion of the project includes work on the foundation, along with plumbing and electricity.
