Federal grand jury subpoenas have been issued to the Kanawha County Commission and the Kanawha County Emergency Ambulance Authority as the investigation continues into the Commission President, Kent Carper. He’s accused of indecently exposing himself to a woman at Daniel Boone Park on May 15. He was not cited by police. Carper is under both state and federal investigation, but no charges have been filed. Carper’s family has maintained that Carper was experiencing confusion caused by medical problems that day, and the whole thing was a misunderstanding.
