Dozens of animals rescued in Putnam County; woman faces charges

A Putnam County woman has been charged after dozens of animals were found in “deplorable, unlivable and very toxic” conditions last week. Lisa Tincher is charged with 43 counts of cruelty to animals, 25 counts of failure to vaccinate against rabies, 24 counts of failure to register a dog or kennel and one count of child neglect, according to a criminal complaint filed in Putnam County Magistrate Court. Deputies said they initially responded to a home near Hurricane Creek and Poindexter Road for a domestic dispute after Tincher claimed her daughter would not clean her room. While there, deputies said they noticed the animals in poor living conditions. In total, deputies said they found 24 dogs, nine chickens, two ducks, two sugar gliders, a gecko, cat, chinchilla, gerbil, hedgehog and turtle were found at the home.
