A Putnam County woman is facing charges of animal cruelty. 26-year old Lillian Simpson was arrested on a warrant that was issued in May, according to the WV Regional Jail & Correctional Facility Authority. Investigators believe she held dogs in her home in conditions described as “deplorable,” with one found dead and several others malnourished. Simpson is being held at Western Regional Jail on bond.
