Police in West Virginia arrested a woman this week after police say a child wearing handcuffs escaped a home and ran to a neighbor for help. Laura Southworth, 54, of Charleston, is charged with child abuse and unlawful restraint, according to a news release from the Charleston Police Department. Southworth is currently being held on a $10,000 surety/cash bond. A preliminary hearing in the case is scheduled for Oct. 2.
