Gov. Patrick Morrisey announced a handful of new appointments to his cabinet and staff, including Adjutant General – James “Jim” D. Seward, Secretary of Veteran’s Assistance – Edward “Ryan” Kennedy, and Superintendent of State Police – James L. Mitchell. Seward is a brigadier general in the National Guard who has served in Afghanistan and Germany. Kennedy is a veteran of the Army where he served as a chemical officer and then practiced law. Mitchell has served as chief of staff for West Virginia State Police since 2023.
