When the West Virginia House of Delegates convened to swear in and elect leadership Wednesday, members also voted to vacate the seat of Delegate-elect Joseph de Soto. De Soto was arrested in December on charges of terroristic threats as court documents say he threatened to kill five delegates after they voted to remove de Soto from his De Soto remains on home confinement. Whether or not Gov. Jim Justice or Governor-elect Patrick Morrisey will make the selection for this vacancy all depends on when names are submitted.
