The settlement comes after Anthony Reese accused officers of using excessive force outside the Dunbar Police Department in 2023. This isn’t the first time the city’s been in the spotlight—just recently, Dunbar paid out $2 million in the death of Michael Scott Jr., who was injured while in police custody. In both cases, Officer Zachary Winters was named. While the city has made no admission of wrongdoing, these settlements now total around $3 million, and there’s still another excessive force case pending. Officials say reforms are underway, but critics argue the pattern points to deeper civil rights issues within the department.
