Final report issued on Raleigh County mine fatality

Federal officials have released a final report on a Raleigh County miner’s death. Billy Stalker, a 46-year-old seal construction worker, died on Feb. 28 after rib rock fell on him at the Black Eagle Mine in Pettus. The Marfork Coal Company owns the mine. The report said “the mine operator did not support or otherwise control the rib to protect miners,” leading to a rock weighing more than 1,000 pounds falling onto Stalker. Stalker was working for Wright Concrete Underground, a company based in Pikeville, Kentucky. Safety precautions have been taken since the miner’s death.
