West Virginia State Troopers said Frances Adams of Harts Creek is being charged with two counts of kidnapping and grand larceny auto in Lincoln County after stealing a car with two children in it from a yard sale on Friday in Harts. She was intercepted by troopers in neighboring Logan County on Route 10 just past the golf course in Chapmanville, according to Eyewitness News. The children ages three and six were returned to their families.
