A Dunbar police officer named in multiple wrongful death and excessive force lawsuits has resigned. Zachary Winters resigned on Monday, according to Chief John Garten. WCHS TV said he had been with the department for the last five years. Winters was named in a lawsuit regarding the 2022 death of Michael Scott Jr. who lawyers claimed died after his skull was fractured while in police custody. The city paid a $2 million dollar settlement to Scott’s family. Winters was also named in an excessive force lawsuit filed by Anthony Reese who claimed officers beat him at the police station in 2023. While the city admitted to no wrongdoing, that case settled for $500,000. Chief Garten also said Winters was involved in a recent crash in a police cruiser in Southern West Virginia on July 13, 2025.
