Police say a St. Albans man accused of slamming a kitten onto the floor has been charged. Jeffrey Carr, 40, was arrested on Thursday in Boone County, and faces a cruelty to animals charge following an incident on Aug. 22, according to a news release from the St. Albans Police Department. Police said they were initially called to the scene after Carr had allegedly abused the cat. The news release said Carr told investigators it was not his kitten and that it had “disturbed his peace.” The kitten was described by police as being in “severe medical distress” and was unable to stand or walk and appeared to have trouble breathing. Police said the kitten was taken to the Kanawha-Charleston Humane Association for treatment.
