A Mason County woman accused of leaving a dog outside in extreme cold and keeping other animals inside a home without access to food or water has been arrested, records said. Katrina Winona O’Connell, 42, of Glenwood has been charged with four counts of animal cruelty, according to a criminal complaints filed in Mason County Magistrate Court. Court records said on Dec. 14, a 911 caller expressed concern for a dog chained up outside in freezing temperatures.A trooper dispatched to the home found a dog outside tangled in a tree with little room to move and no access to food or water. The dog was taken to the Cabell County Animal Shelter as the temperature neared zero degrees. O’Connell is being held at Western Regional Jail on a $5,000 surety/cash bond.
