James Paul, a former charter school leader with a background in school choice policy, was appointed Wednesday to the West Virginia State Board of Education.
Gov. Patrick Morrisey announced the appointment, saying he hopes it will spark changes amid low education outcomes, school board takeovers, and declining public school enrollment. Paul, formerly director of state education opportunity at the America First Policy Institute and executive director of the West Virginia Professional Charter School Board, said he will focus on clear rulemaking, high expectations for students, academic rigor, and giving families access to educational options.
