SOAR is a Charleston group distributing needles during street outreach events, and they were front and center at Monday night’s city council meeting to speak about the benefits of the program.
SOAR has been handing out clean needles twice a month to people across the city. Charleston police launched a criminal investigation into the needle distribution, saying it goes against city code that gives the police chief the authority to approve needle exchange programs. The police investigation is ongoing.
