The Communication Workers of America is one of the loudest critics of Frontier Communications, but says they are the only company that can make a substantial difference to broadband in West Virginia. The CWA says Frontier has the largest share of geography and the largest number of employees available in the state to build the network. Frontier won a 245-million-dollar FCC grant to build out the network in the mountain state.
