Court records said a woman accused of taking a 5-year-old boy from his family and throwing him into the Ohio River and later jumping in herself told a deputy, “This is international waters. Police cannot do anything to me.” The incident happened August 27th at Harris Riverfront Park in Huntington, and Kimberly Maxwell of Ashland, Kentucky has been charged with kidnapping and malicious assault. A bystander jumped into the river and was able to get the boy out. Maxwell was evaluated and cleared at a hospital, and is being held now in Western Regional Jail.
