Governor Justice is naming West Virginia NAACP President, Owens Brown, to a vacant state Senate seat. He will take the place of Senator Bill Ihlenfeld, who was confirmed this week to be the federal prosecutor for northern West Virginia. Brown will be the first African-American man to serve in the Senate.
