Current Cabell County commissioner and former Barboursville Mayor Nancy Cartmill passed away on Tuesday. Cartmill was the first woman to be elected mayor of Barboursville (1993-2001) and was elected as a commissioner in 2012. In addition working 25 years as a lobbyist in Charleston and Washington, D.C, working with multiple West Virginia governors. She served as the Executive Director of the West Virginia PTA for 20 years.
