The West Virginia House of Delegates overwhelmingly passed an income tax bill being pushed by Governor Justice. Now the bill goes to the Senate, where it’s receiving a less than warm welcome. Senate leaders say they support an income tax cut, but they are laying the groundwork for a personal property tax cut. The Senate floor session is scheduled from one o’clock this afternoon.
