A demoted Dunbar police officer who has been named in numerous lawsuits regarding excessive use of force is suing the City of Dunbar, the city’s mayor and the Dunbar Police Civil Service Commission. According to the lawsuit filed in September, Zachary Winters said the civil service commission “illegally, unlawfully and without jurisdiction rescinded, set aside and demoted” him from the rank of corporal to patrolman. According to Eyewitness News, Winters’ lawsuit has been assigned to Kanawha County Circuit Court Judge Stephanie Abraham.
