A $500,000 settlement has been reached in a case involving alleged excessive force by Dunbar police officers. The settlement revolves around claims brought by Anthony Reese in 2023 against officers Todd Hannah, Zachary Winters and other unnamed officers, as well as the city of Dunbar. The lawsuit alleged that Reese went to the Dunbar police station to talk to Winters about problems with Hannah, but left when he encountered Hannah outside the police station, according to Eyewitness News. The settlement comes after the city agreed to pay $2 million in 2023 following the death of 34-year-old Michael Scott Jr. the year before. Winters, who was involved in both cases, was promoted and then demoted at the police department in 2024. He has filed a lawsuit against the city claiming the demotion was unlawful.
