Lawmakers consider a bill that would make sweeping changes to the state’s education system

A bill introduced in the House of Delegates would dismantle the West Virginia Department of Education and shift its responsibilities. House Bill 4855 would move control of the state school fund to the Treasurer’s Office, while rulemaking and administration would be handled by county boards of education. The state superintendent’s role would be limited to compliance and recommendations. Supporters say the bill aims to streamline education oversight, return authority to local boards, and increase transparency. The proposal would also change how school funding is distributed, using a formula based on county population and inhabitable land mass. Additionally, lawmakers would set a per-teacher expense account each year, and require county boards to use purchase cards, with all transactions made publicly searchable. The bill is currently in the House Education Committee and would still need legislative and gubernatorial approval to become law.
