A West Virginia Senate panel has voted in favor of creating an intermediate court that would hear civil cases. The Senate Judiciary Committee OK’d the measure on Monday and it now goes to the Senate Finance Committee. The Senate Judiciary Committee approved an amendment to the bill that would require members of the court to have to be elected after their initial appointment.
