A bill expected to be introduced next week in the state legislature could open the door to foreign investment. China Energy is still considering a 84-billion-dollar investment in the state, but they want to have assurances that their investment will be safe. House Speaker Roger Hanshaw will introduce a bill creating a Mountaineer Impact Fund that would allow the state to serve as an official partner in investment deals.
