West Virginia closed fiscal year 2020 with a 28-million-dollar surplus, despite challenges caused by the pandemic. Revenue was up more than expected, and 40-percent of us filed our taxes early. Governor Justice says the state was also able to make up revenue by taking money from the Medicaid surplus, then replenishing it later.
